In January 2009, Governor Doyle awarded 10 energy independence grants to 23 Wisconsin communities. The grants were used by the participating communities to prepare energy independence plans focused on energy and fuel usage in municipal buildings and fleets.

LGI again worked with the Office of Energy Independence to facilitate a series of three workshops focused on local government planning for energy independence. Each workshop featured topics relevant to planning and implementing energy independence programs at the local level.

The Local Government Center (LGC)at University of Wisconsin Extension is working on the second edition to their publication Performance Measurement, Benchmarking and Outcome-Based Budgeting For Wisconsin Local Government. In putting together this second edition, the Local Government Center is developing a better set of benchmarks and indices.
