Presentation 2: "Efficiency and Equity in Water and Wastewater Services: Consolidation and Revenue Sharing Case Studies"

The second presentation focused on the innovative methods of collaboration centered on delivering public utility services to residents.  The presentation featured two speakers who shared their experiences with collaborative initiatives focused on reducing the cost of delivering sewer and water services to residents and promoting regional equity through the expansion of a wastewater treatment system.

Kevin Mraz, Algoma Sanitary District Utility Director, spoke about his work with the joint Town of Algoma - Town of Omro Sanitary District, delivering safe drinking water and sewer services to area residents within Winnebago County.  After an April 3, 2012 referendum in which over 80% voted for consolidation, the Towns of Algoma and Omro have been joined as one consolidated sanitary district, effective May 1, 2012.  The two town Sanitary Districts had been working under various intergovernmental agreemens to provide efficient water and sewer services, but the consolidated district now offers a range of benefits including maximized economies of scale and elimination of duplicated expenses, among others.  Kevin spoke about the development and evolution of the sanitary district consolidation.

William Mielke, of Ruekert - Mielke, spoke about his experience with setting up a revenue sharing program in Racine County focused on enhancing the ability to deliver wastewater services.  The impetus for setting up this revenue sharing program was the need to replace an aging wastewater facility.  The program established a framework for sharing of increased tax base from development among all municipalities participating, working to balance the per capita tax base in the area.
